Far East High Technology Fund and MMT to Address the Problem of Access to Healthcare Services in the Far East

Vladivostok, 4 September 2019The Far East High Technology Fund and Mobile Medical Technologies signed a memorandum of intent to develop joint projects in telemedicine in the Far East during the 5th Eastern Economic Forum.

The agreement provides for the creation of a health care ecosystem enabling medical care in remote regions. The ecosystem to be created will comprise:

  • online advisement from physicians on duty and specialist physicians
  • online labs
  • remote health monitoring
  • unified smart patient card (assistance system) to collect data from advisement and wearable devices
  • installation of telemedical units in remote regions of the Far East.

Over 50 telemedical units are supposed to be installed in five regions of the Far East. Online advisement will be facilitated by the Online Doctor engine. Patients will be able to get advice from physicians on duty and specialist physicians, online referrals to laboratories, routing to in-person visits to the doctor, remote monitoring, and councils of physicians.

Implementation of the agreement of intent will make it possible for patients from remote localities unable to receive adequate healthcare to get advice from the doctors of the best healthcare centres in Moscow and St. Petersburg. According to MMT, about 80% of the calls to the online service comes from Russian regions and about 85% of the problems encountered by the users are resolved online.

Under the agreement made by the parties, the Far East High Technology Fund will contemplate financing MMT with a view to implementing joint projects.

The Far East High Technology Fund was created in August 2018 by the Far East Development Fund (forms part of VEB.RF), Rusnano and RVC. It manages RUB 5 bln. The FEHTF invests in intelligent software and industrial Internet of Things, alternative energy and energy storage, robotics, biotechnology, IT and cloud solutions for business, etc. All projects supported by the Fund are supposed to be developed in the Far East.

The Fund’s average investment amounts to RUB 100-150 mln.

The Fund was established in pursuance of the instruction by the President of the Russian Federation Vladimir Putin to develop hi-tech industries and innovative activities in the Far East.

Mobile Medical Technologies was established in 2013 and comprises software developers, Russia’s leading healthcare facilities, practicing physicians and professionals in related fields. The list of the company’s projects includes the Paediatrician 24/7 and Online Doctor engines that provide an opportunity to get advice from paediatricians, primary care doctors and specialist physicians round-the-clock. The company’s projects involve over 200 doctors in 60 medical fields.
